Shirting fabrics work well for this model — cotton, satin, poplin, linen, or cambric. The main thing is that the fabric stays light and pleasant against the skin: 100% cotton or cotton with a touch of lycra (up to 5%).
A small amount of polyester is fine too — it will make the finished blouse more durable.

Iron the interfacing to the wrong side of the collar stands and plackets on the front details.
Fold the placket on the Front details twice, aligning the notches, and press.
Pin the Front and Back along the shoulder edges with the right sides together. Sew it. Serge the seam allowances. Press the seam allowances to the back.
Pin the Front and Back along the side edges with the right sides together. Sew it. Serge the seam allowances. Press the seam allowances to the back.
Serge the bottom hem of the sleeve. Fold the sleeve in half and pin along the side edge with the right side. Stitch it. Serge the seam allowances. Press the seam allowances to the back.
Sew 2 parallel stitches (stitch length is 3.5 and thread tension is 2) between the notches within the seam allowances. Pull up the easing using both threads at the same time.
Pin the sleeve into the armhole with the right sides together, aligning the notches. Loose the easing back so it fits perfectly smooth into the armhole. Sew in place. Serge the seam allowances. Press the seam allowances to the sleeve.
Fold the bottom hem of the sleeve to the wrong side and pin. Sew in place, leaving a hole for inserting the elastic. Thread the elastic, stitch its ends. Stitch the hole with machine or hand invisible stitch.
Fold the placket back to the front bodice as shown on the picture.
Stitch to the middle of the placket's width.
Clip the seam allowances to 0.1 cm (0.04").
Turn the placket to the right side. Topstitch the placket.
Pin the collar stand along the upper hem with the right sides together. Stitch it. Clip seam allowances along the curved edges. Press the seam allowances to the side.
Understitch the seam allowances.
Fold the ribbon detail in half with the right side and stitch along the short and long edges. Turn to the right side and press.
Pin the ribbon raw edge to the collar stand right side, as shown on the picture.
Cover the ribbon with another collar stand and stitch.
Turn to the right side and press.
Pin the collar stand to the garment's neckline with the right sides together. Sew in place. Press seam allowances to the collar stand.
Fold the seam allowances of another collar stand inward and press. Pin it.
Baste the inner collar stand to the neckline. Stitch straight into the seam on the right side.
Fold the bottom hem of the garment twice and pin. Baste it if needed. Sew in place.
Mark the place of the buttons and buttonholes.
Sew buttonholes. Sew buttons.
